Whisk the flour, sugar, baking powder, and salt in a large bowl.
In a separate bowl, mix the milk, egg, melted butter, and vanilla extract.
Make a well in the center of the dry ingredients and pour in the wet mixture. Mix gently with a rubber spatula until JUST combined. There should be plenty of lumps in the batter!
Fold in the chocolate chips.
Heat a greased skillet over medium heat. Pour ¼ cup of batter into the skillet and cook until the edges look dry and bubbles form on the surface, 2 minutes. Flip and cook for another 1-2 minutes, until golden brown.
Serve with maple syrup, whipped cream, and your other favorite toppings!
