In a bowl, combine the Bisquick mix, water, and oil. Stir until a shaggy dough forms, then gently knead in the bowl until smooth.
Grease a pizza pan with two tablespoons of oil. Place the dough in the center of the pan. Press the dough outwards until it becomes a ½-inch thick circle.
Cover with plastic wrap and let the dough rest for 15 minutes. Meanwhile, make the garlic butter by combining the butter, salt, garlic powder, and black pepper in a small bowl.
Preheat your oven to 450°F.
Spread about ¾ of the garlic butter onto the dough.
Bake for 10-11 minutes until the top is golden brown.
Spread the remaining garlic butter onto the dough. Sprinkle on the parmesan and return to the oven for one minute (I find this helps the parmesan stick to the dough)
Transfer the pizza to a cutting board. Cut it in half and then into sticks. Enjoy!
